Before the welfare state the liberal world in Europe and America had a welfare order with limited government and with a big civil society that embodied the norms of brotherhood and mutual aid. Professor Hans L Zetterberg opens his lectures by exploring the liberal and conservative expressions of this order. He then turns to the socialist origins of the welfare state which he locates in ethical socialism rather than marxism. In the second lecture he paints with broad strokes the contemporary Nordic welfare model in which the state takes over the welfare tasks from both the civil society and the market. He describes the enormous impact of this new order on the national agenda of policy priorities, bureaucracy, public finance, and the democratic process. In the third lecture Zetterberg explores the future welfare arrangements, changes that he thinks will follow different principles for the welfare populations: the youngest, the elderly, the sick and handicapped, and the unemployed. Hans L Zetterberg has been an Associate Professor at Columbia University, Professor and Chairman of the department of Sociology at Ohio State University, Director of Social Surveys (Gallup Poll) Ltd in London, long-term President of the Swedish Institute of Opinion Research (Sifo), and Editor-in-chief of Svenska Dagbladet.
