A characteristic which distinguishes deprived from prosperous
neighbourhoods is the dearth of local shops supplying good quality, nourishing
food and household goods at reasonable prices. This situation increases
disparity in health and quality of life between rich and poor and is a
contributor to, and an outcome of, social exclusion. There is, however,
increasing attention in regeneration projects to retail revitalisation
initiatives (community and mobile shops, shopping area renewal, brownfield
malls, subsidized public transport to shops, etc.). This report outlines the importance of local shopping facilities to
households in regeneration areas. It is based on a study of 12 case studies
which examined retail regeneration in different locations. The report documents
the charateristics of success in some and failure in others and investigates
the relationship of subsidy to market operation and the conditions under which
retailers will invest in regeneration areas. The report also assesses potential
changes in national policies, which, when combined with local action, could
achieve benefits in regeneration and reduced car-dependency. This report outlines the importance of local shopping facilities to
households in regeneration areas. It is based on a study of 12 case studies
which examined retail regeneration in different locations.
