This unique electronic book on CD-ROM has an amazing collection of ten editions of the Manual for Courts-Martial (MCM), plus the newly released Manual for Military Commissions. The MCM is one of the major authorities governing the U.S. military justice system. Examples of many of these manuals are reproduced here, including the complete reproduction of the current 2005 edition. Other editions include those made in 2002, 1984, 1969, 1968, 1951 (the first MCM drafted by a committee representing all three services and the first to issued under the 1950 Uniform Code of Military Justice), 1949, and 1928. It describes the missions and operations of JAGC organizations, units, and personnel supporting Army operations. The disc provides a complete reproduction of the important new Defense Department document, the Manual for Military Commissions released by Defense Secretary Gates in January 2007. It contains important Defense Department rules for the prosecution of alien unlawful enemy combatants, rules of evidence, crimes, and elements. Executive Summary - January 18, 2007 - Today, the Secretary of Defense is submitting to Congress a comprehensive Manual for the full and fair prosecution of alien unlawful enemy combatants by military commissions, in accordance with the Military Commissions Act of 2006. The Manual is made up of four separate sections: The Preamble, The Rules for Military Commissions, the Military Commission Rules of Evidence, and the Crimes and Elements. The Rules for Military Commissions set forth the procedural rules for Military Commissions. The Military Commission Rules of Evidence provide evidentiary rules to govern the admissibility of evidence at trial. The Crimes and Elements section lays out the crimes punishable by Military Commission and the elements of those crimes
