We are meeting today to consider the President's nomination of Philip Lader of South Carolina to be the new Administrator of the Small Business Administration. I have a lot of laudatory things to say about Phil and his predecessor, but because of time constraints, I am going to include my opening statement in the record and defer to my distinguished ranking member, Mr. Pressler.
