The work was first undertaken to enable me, as a school officer, to answer, with some show of authority, the questions constantly presented. Its publication has been advised and urged by many directly interested in school work, and by a large number of teachers eminent in their profession. The need of such a book has been long felt and acknowledged. Without commenting upon the form or substance of other publications relating to the law of schools, it is sufficient to say that this book, in plan and scope, is unlike all others, and certainly embodies more recent law than any other. My plan has been to fully state the facts upon which each case arose and was determined, and the opinion of the court, not the substance of the decision.
