FISMA mandates agencies to identify and assess risks to their information security systems and define and implement appropriate security controls to protect their information resources. FISMA requires agencies to report quarterly and annually on the status of their information security programs. Like GPRA, FISMA puts information security in the context of the overall agency CPIC process to ensure that appropriate resources are planned for and allocated to implement required information security controls. OMB publishes annual guidance on the process and elements of annual and quarterly FISMA reporting. 3.3 President's Management Agenda The PMA, announced in 2001, establishes the President's strategy for improving the management and performance of the federal government. The PMA is guided by three principles: government should be citizen-centered, not bureaucracy-centered; results-oriented; and market-based, actively promoting rather than stifling innovation through competition. PMA establishes five government-wide initiatives: 1. Strategic management of human capital; 2. Competitive sourcing; 3. Improved financial performance; 4. Expanded electronic government; and 5.
