Excerpt: ...slightly more than 2.5 million acres, primarily in Alaska, Colorado, Montana, New Mexico, Oregon, and Utah in fiscal year 1979. About 10 areas--totaling over 50 thousand acres--were closed to ORV's in California, Oregon, Montana, and Washington, because of emergency conditions, such as weather problems, fire damage, and wildlife harassment. In fiscal year 1979, BLM sent to Congress a management resource plan for the Upper Missouri Wild and Scenic River in Montana. The plan provides the basic guidance of managing the river corridor and classifies the various stretches of the Upper Missouri into wild, scenic, and recreational areas. Finally, BLM participated in developing management plans for the Continental Divide (Montana, Idaho, Wyoming, Colorado, and New Mexico); Iditarod (Alaska); Lewis and Clark (Montana, Idaho, and Oregon); Oregon (Wyoming, Idaho, and Oregon); and Mormon-Pioneer (Wyoming) national trails. Current Issues The major issue in the recreation program is enforcing the closed and limited ORV designations on public lands. With the large number of highly mobile people on vast areas of public lands, enforcement efforts are ineffective. BLM is developing a comprehensive public-education program to explain these designations to the public and promote safe and prudent ORV use through public service announcements on radio and television, brochures, and personal contact in the field. A major goal of this effort is the development of a more responsible "land ethic" in ORV users. BLM is developing a similar public education program to explain safety and protection restrictions on the use of wild and scenic river areas on the public lands.
