This book contains the results of the first bicameral and bipartisan survey interviews of members of Congress, and their personal and committee staff. The message conveyed by respondents is clearómembers are frustrated and deeply concerned about the way Congress operates. Members say that legislative gridlock is becoming the norm, that the budget process is not working, that they are over-scheduled, that they have to spend too much time on fundraising for their next campaign, and that they have little home life. While the interviews indicated some disagreements between chambers or parties on certain issues, there was frequent agreement on one point: the dire need for reform
