First, have sound ethical principles and procedures for ethical oversight been established? Second, is there good justification for obtaining information? Third, will it result in effective health policy? Data are needed both for aggregate reporting and for individual intervention. Ethical oversight includes instituting processes for decisionmaking about who should have access to data and under what circumstances as well as decisionmaking about what data should be collected. People sometimes assume that collection of information is inherently good. That is not always the case, however, and collection of information should be rigorously justified. Thus, one must ask if the collection of information achieves an important public health purpose. Many different reasons prompt the collection of data. They include: population-based epidemiology and surveillance; treatment (e.g., of individuals who are IB-positive and are not taking medication); and public safety (e.g., counselling about the need to avoid risky behaviors). In an example like this, the justification for collecting such data often lies in claims that identification of TB-positivc patients can lead to their early treatment; the point can clearly be generalized to many different conditions and situations.. The linkage between stating these nominal objectives and actually achieving them merely by collecting the data is far from obvious, however. Often, no relationship exists betwe
